Notice on Pilot Work of Urban Landscaping Waste Treatment and Resource Utilization issued

On November 7, 2022, the General Office of the Ministry of Housing and Urban-Rural Development (MoHURD) issued the Notice on Carrying out the Pilot Work of Urban Landscaping Waste Treatment and Resource Utilization. Provincial authorities in charge of landscaping and environmental rehabilitation are to prepare a work plan by Nov. 30, 2022. Pilot projects will be supported in various aspects such as finance, information technology and innovation. A model of combining local and centralized treatment will be applied to build and improve collection and transportation systems and treatment facilities, promote waste segregation and reduction at source, and improve resource recovery rates. Pilot cities’ progress reports are to be submitted by December 31, 2023.

Guide for Promoting the Construction of Municipal Solid Waste Incinerators in Counties released

On November 28, National Development and Reform Commission (NDRC), Ministry of Housing and Urban-Rural Development (MoHURD), Ministry of Ecology and Environment (MEE), Ministry of Finance (MoF), and the People’s Bank of China (PBC) jointly released the Guide for Promoting the Construction of Municipal Solid Waste Incinerators in Counties. An assessment of the current situation, scientific planning of the plant layout, reasonable determination of the scale of the plants, and a solid collection and transportation system corresponding to the incineration and treatment capacity should be carried out at the city level. In parallel, the operation and management of the plants will be further improved to ensure that pollutant emissions are discharged in accordance with the standards. The important national enterprises and research institutes should organize research and carry out pilot projects at selected county level.

NDRC: Thematic analysis of the impact of carbon emissions and “dual carbon” targets should be added to feasibility studies of government investment projects

The Chinese National Development and Reform Commission (NDRC) issued a notice to seek public comments by December 9th, 2022, on the “General Outline for the Preparation of Feasibility Study Reports for Government Investment Projects”, “Reference Outline for the Preparation of Feasibility Study Reports for Enterprise Investment Projects” and “Notes on the Outline for the Preparation of Feasibility Study Reports for Investment Projects”. The notice points out that when analyzing the impact of carbon emissions and ” dual carbon” targets, it is required to explain the accounting basis of carbon emissions of the proposed project, estimate the total amount and intensity of carbon emissions throughout the project life cycle, propose measures for carbon reduction, carbon capture and storage as well as carbon sinks, discuss the possibility of applying market-based tools such as green certificate trading and carbon trading as well as the implementation path, evaluate the project’s carbon emission level, carbon sequestration and neutralization as well as the impact on local “dual carbon” targets.
