Supervision and management measures for energy conservation and environment protection binding for central enterprises.

On August 1, the State-owned Assets Supervision and Administration Commission of the State Council (SASAC), an ad-hoc ministerial level organization directly subordinated to the State Council, introduced the “Supervision and management measures for energy conservation and environment protection binding for central enterprises”. The measures state that central enterprises should promote carbon peaking and carbon neutrality goal and establish and/or improve the information disclosure system of CO₂ emissions. Central enterprises are state-funded enterprises authorized by the SASAC under the State Council to perform the responsibilities of financial contributors.

Central enterprises have been divided into three categories considering to which sector they belong, their energy consumption, the emission level of major pollutants and environmental impact (see the table below). Enterprises of Category I and category II will be required to submit quarterly reports, while enterprises of category III must submit their summary and analysis reports on annual basis.

Central enterprises shall establish and improve mechanisms for energy conservation and environmental protection in a way suitable for the production and operation in enterprises. Furthermore, they should appoint management personnel responsible for this task. SASAC will evaluate the performance of central enterprises in terms of incorporating the mechanisms for energy conservation and environmental protection into their business performance assessment system.
