As the funding and commissioning party, the NAMA Facility plays a leading role in supporting transformational sector-based approaches to tackling Climate Change throughout the world. In doing so the NAMA Facility inspires ambitious action to mitigate Climate Change and helps developing countries and emerging economies to deliver on their Paris Agreement commitments. The NAMA Facility was established by the United Kingdom and the Federal Republic of Germany in 2012, and since 2015 has been receiving additional support from the Kingdom of Denmark and the European Commission.
Ministry of Housing and Urban-Rural Development of the People’s Republic of China (MoHURD) is the ministry responsible for the planning, operation and further development of China’s waste sector. Due to the strong political top-down approach of the Chinese executive structure, the local level implementation of the plans determined and approved by the national government is ensured through MoHURD’s provincial and municipal entities that are in charge of the waste management and sanitation issues including strategic local-level planning.
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the main party responsible for the project implementation. It is a federally owned enterprise and one of the main institutions in charge of delivering advisory and technical services on behalf of the German government. GIZ operates in more than 130 countries and has been supporting China’s reform and development process for more than 30 years. It provides support for forging sustainable networks between stakeholders from the world of politics, business and society. Its portfolio in China includes policy advice, technical expertise, knowledge transfer, capacity building and development support in those areas where German know-how and technologies are world-leading.
China Association of Urban Environmental Sanitation (CAUES) is the leading waste management planning and research association directly under MoHURD’s jurisdiction. Having considerable expertise in the waste management sector, CAUES has been serving as the key partner of GIZ firstly in conceptualizing the IWM NAMA and currently in implementing the project.
